  Mark Fromer, M.D.

  Ophthalmologist

  Dr. Mark Fromer specializes in retinal diseases, cataract surgery and laser vision correction procedures including LASIK and photo-refractive keratectomy. He performs Femto Laser cataract surgery and has been performing laser surgery for glaucoma, diabetic retinal disease, and age-related diseases of the retina since 1988. Dr. Mark Fromer is a Diplomate of the American Board of Ophthalmology and has been board-certified since 1988. After his undergraduate education at Hebrew University and Michigan State University, where he earned highest honors, Dr. Fromer earned his medical degree from Rutgers Medical School (UMDNJ). He then completed his internship and residency training at St. Vincent's Hospital & Medical Center of New York, as well as a vitreoretinal fellowship in trauma and diabetic eye care at Manhattan Eye, Ear & Throat Hospital. Dr. Fromer is an NYPD Honorary Police Surgeon, Eye Surgeon Director for both the New York Rangers (National Hockey League) and the World Oyama Karate Organization. Dr. Fromer speaks fluent English, Spanish, and Hebrew.

  Susan Fromer, M.D.

  Ophthalmologist

  Dr. Susan Fromer is an ophthalmologist who specializes in the treatment of cataracts, glaucoma, and laser vision correction. She graduated with honors from Rutgers University. She went on to receive her medical degree at NYU Medical School. She then completed a medical internship at Lenox Hill Hospital and residency training at St Vincent's Hospital. She has done additional training in cornea and laser refractive surgery at Mercy Hospital. She has been board-certified since 1992. In 2004, Dr. Fromer was an assistant clinical professor of ophthalmology at Manhattan Eye, Ear, and Throat Hospital where she was a resident instructor, training the residents in ophthalmic surgery. Dr. Susan Fromer was a preceptor for a glaucoma fellowship with Dr. Maurice Luntz at Manhattan Eye, Ear and Throat Hospital in New York. Dr. Fromer has had extensive experience in laser-assisted cataract surgery, premium intraocular lens implantation, complex and advanced techniques in cataract surgery, minimally invasive glaucoma surgery (MIGS), traditional and implant glaucoma surgery, and laser treatments for glaucoma. Dr. Fromer is an NYPD Honorary Police Surgeon. She has been named as a Castle Connolly top doctor. Dr. Susan Fromer is fluent in English and Spanish.

  Chad Kaplan, M.D.

  Glaucoma Specialist

  Dr. Chad Kaplan is a glaucoma specialist, with a focus on complex cataract and anterior segment surgical techniques. Dr. Kaplan has experience in laser-assisted cataract surgery, premium intraocular lens implantation, complex and advanced techniques in cataract surgery, minimally invasive glaucoma surgery (MIGS), traditional and implant glaucoma surgery, and laser treatments for glaucoma. Dr. Kaplan received his undergraduate degree from The University of Miami and received his medical degree from the University of Florida where he completed an ophthalmology residency. During his residency, Dr. Kaplan was Chief Resident and was elected Chairman of the Resident Graduate Medical Education Committee at Shands Hospital. Dr. Kaplan completed his fellowship training in glaucoma and complex anterior segment surgery at the Edward S. Harkness Eye Institute of the Columbia University-New York Presbyterian Medical Center. Dr. Kaplan is board certified and a member of the American Academy of Ophthalmology, The American Glaucoma Society, The New York Glaucoma Society and The Association for Research in Vision and Ophthalmology. He continues his research of novel theories on glaucoma development and progression with the goal of preventative treatment. Dr. Kaplan is fluent in English and Spanish.

  Dr. Jewel Liao, M.D.

  Ophthalmologist

  Dr. Liao is a board certified ophthalmologist specializing in Cataract, Cornea, Refractive Surgery, and External Diseases. Dr. Liao attended the State University of New York (SUNY), Downstate Medical Center, where she received her medical degree, and completed her internship at Maimonides Medical Center. She further continued her studies and completed a residency in ophthalmology at the SUNY Downstate Medical Center, where she was Chief Resident. To further hone her interests in the anterior segment and the cornea, Dr. Liao stayed at SUNY Downstate Medical Center and completed a fellowship in Cornea, Refractive Surgery and External Diseases. Dr. Liao is a Fellow of the American Academy of Ophthalmology and a member of The Association for Research in Vision and Ophthalmology, American Society of Cataract and Refractive Surgery, and the Cornea Society. Dr. Liao is devoted to ensuring the longevity of her patients’ vision and quality of life. She is dedicated to developing a long lasting relationship with her patients. Dr. Liao is fluent in English and speaks Chinese (Cantonese).

  Meir Baalhaness, M.D.

  Dr. Meir Baalhaness is a board-certified ophthalmologist with advanced specialty training in the treatment of retinal conditions. Dr. Baalhaness obtained his Bachelor’s degree at Brooklyn College and graduated with honors from SUNY Downstate Medical School. He completed a one-year internship in Internal Medicine at Maimonides Medical Center, followed by a residency in ophthalmology at SUNY Downstate Medical Center. He completed a fellowship in the surgical and medical treatment of retinal diseases at the University of Texas Medical Branch at Galveston. Dr. Baalhaness is passionate about educating and treating patients with diabetic and vascular eye conditions as well as macular degeneration.

  Brian Brazzo, M.D.

  Ophthalmologist

  Dr. Brian Brazzo is a board-certified ophthalmologist whose scope of practice includes the most advanced techniques in plastic surgery. He specializes in oculoplastic surgery, which combines cosmetic and reconstructive surgery of the eyelids and tear duct system. Dr. Brazzo is a graduate of Harvard Medical School and the University of Pennsylvania. He completed his post-graduate training in ophthalmology at the Manhattan Eye, Ear & Throat Hospital, and was an American Society of Ophthalmic Plastic & Reconstructive Surgery Fellow at the William Beaumont Hospital in Michigan. Dr. Brazzo is currently a clinical ophthalmologist at Weill Medical College in New York and Director of Oculoplastics services at Maimonides Medical Center in Brooklyn. He is on the staff of the New York Eye and Ear Infirmary and serves as an attending physician at New York - Presbyterian Hospital. Dr. Brazzo is also currently active in ophthalmic research. He is an editor of numerous books on oculoplastic surgery and is a featured lecturer and author of numerous articles and papers. He is recognized as one of the most experienced oculoplastic and cosmetic surgeons in the area.

  Leslie Shapiro, M.D.

  Ophthalmologist

  Dr. Shapiro is a board-certified ophthalmologist in Bayside New York who is affiliated with multiple hospitals in the area, including North Shore Medical Center and North Shore University Hospital. He received his medical degree from George Washington University School of Medicine and has been in practice for more than 25 years. Dr. Shapiro specializes in the treatment of diabetic retinopathy, glaucoma, and macular degeneration. Dr. Shapiro is a fellow American Board of Ophthalmology, American Society of Cataract and Refractive Surgeons, FACS - Fellow American Academy of Surgeons and Professor of Ophthalmology at Hofstra University School of Medicine.

  Rebecca Shields, M.D.

  Ophthalmologist

  Dr. Rebecca Shields is a board-certified ophthalmologist specializing in glaucoma and cataract surgery. Her expertise is in the medical treatment and surgical management of glaucoma, including both laser and incisional surgery. Dr. Shields is trained in the latest and most advanced techniques of minimally invasive glaucoma surgery. Dr. Shields received her undergraduate degree from Johns Hopkins University with honors. She completed her medical degree at Albert Einstein College of Medicine, and was inducted into the National Medical Honor Society, Alpha Omega Alpha (AOA). Dr. Shields completed her residency at Bascom Palmer Eye Institute in Miami, Florida. She then completed her glaucoma fellowship training at The Wilmer Eye Institute at Johns Hopkins University. Her publications include topics such as pediatric glaucoma, intracranial hypertension, and epidemiology of the disease. She has presented at numerous national and international conferences and remains active in the glaucoma community. Dr. Shields is dedicated to providing excellent care and ensures that she understands the needs of her patients to offer the best treatment and experience possible. Dr. Shields is fluent in Spanish.

  David Rubaltelli, M.D.

  Ophthalmologist

  Dr. David Rubaltelli is an ophthalmologist who specializes in vitreoretinal diseases. Dr. Rubaltelli graduated from Jefferson Medical College and completed his undergraduate education at Dartmouth College. He received his M.B.A. from Harvard Business School. Dr. Rubaltelli completed a two-year fellowship in Vitreoretinal Diseases and Surgery at Schepens Retina Associates and the Massachusetts Eye and Ear Infirmary located in Boston, Massachusetts. He was also the Chief Resident in Ophthalmology at the Saint Vincent Catholic Medical Center in New York City. Dr. Rubaltelli has been a phase III clinical sub-investigator of a sustained release Dexamethasone compound for macular edema and investigated the anatomical and functional changes in patients with choroidal neovascularization secondary to Age-Related Macular Degeneration after treatment with intravitreal Avastin. In addition, he has a strong surgical interest in complex retinal detachment surgery and utilizes advanced vitreoretinal surgical techniques such as wide-angle viewing and small-gauge vitrectomy.
